Job title

Business Analyst — CEP Digital Program

Role

You will act as a senior Business Analyst translating business needs into clear requirements and strengthening the development, validation and tracking of associated business cases for CEP Digital initiatives (for example Monitoring & Control, Asset Information Management and Maintenance Planning & Work Execution). You will work independently as the business-analysis lead, report to the program manager and support program and project managers. A short onboarding time and the ability to get up to speed quickly are essential.

Responsibilities

  • Drive business case development: assumptions, baselines, cost/benefit drivers, timing and linkage to CEP Digital targets.
  • Identify and document dependencies: including dependencies between CEP Digital projects.
  • Support value definition: both quantitative and qualitative (OPEX savings, CAPEX implications, revenue uplift, prevented costs, operational stability, compliance, health & safety, people enablement, future competitiveness).
  • Set up and maintain business case tracking: ensure benefit assumptions, milestones, risks, dependencies, scope changes and cost updates are regularly reviewed and reflected in reporting.
  • Translate changes into impacts: update business case impacts for scope, timing, solution approach or implementation readiness and communicate clearly to project and program management.
  • Drive requirements refinement and alignment: ensure requirements are prioritised, traceable to business objectives and specific enough to be delivered and tested by project or agile teams.
  • Develop requirements for decision making: input to solution selection, tender preparation, project tollgates and implementation planning.
  • Support change management: participate in shaping strategies and plans so business change is rolled out, embedded and linked to benefit realisation.

Expected deliverables

  • Requirements specifications and business analysis reports for CEP Digital initiatives in scope.
  • Business case descriptions including qualitative and quantitative value logic, baseline assumptions, cost and benefit drivers, dependencies and uncertainty levels.
  • Business case updates and validation input for project and program reporting (impacts of scope, planning, cost, dependency and benefit changes).
  • Input to solution selection, procurement and governance decisions, keeping requirements and business value connected.
  • Clear documentation of assumptions, open questions, risks and dependencies that affect benefit realisation and business case credibility.

Requirements (must-have)

  • Senior BA with at least 5 years of proven experience in business analysis and requirements management (more is preferred).
  • Proven experience with business case development: benefit logic, baseline definition, assumption management and benefits tracking in digital or transformation programs.
  • Proven experience in an asset‑intensive / complex (preferably regulated) environment.
  • Able to work with quantitative and qualitative value drivers and financially literate enough to work with controllers and perform calculations independently.
  • Proven experience facilitating requirements and value workshops (gathering, refinement, prioritisation, approval, business case validation, benefit review).
  • Experience with and understanding of corporate IT landscapes and the interaction between business, IT and engineering.
  • Experience in a large, complex organisation and ability to challenge stakeholders constructively and ask critical questions.
  • Able to work independently and get up to speed quickly.
  • Fluent English, verbal and written.
  • Available 32–40 hours per week (40 preferred).

Preferred (nice-to-have)

  • Experience in the energy sector, preferably in production/generation environments (energy production, oil & gas).
  • Knowledge of renewable energy, asset maintenance, monitoring & control, asset data, financial reporting or program governance.
  • Experience with wind / offshore (not required).
  • Degree in Business Administration, Finance or Information Management (or extensive comparable experience; a pure IT / Computer Science profile is not required).
  • Based in the Netherlands or other relevant regional locations.

Personal characteristics

  • Excellent communication; can explain complex business, technical and financial topics to non-technical stakeholders.
  • Structured, analytical and comfortable working with uncertainty, assumptions and incomplete information.
  • Able to challenge constructively and keep requirements, scope, costs and benefits connected when priorities change.
  • Stress-resistant; able to prioritise and focus in a program with multiple initiatives and dependencies.
  • Quick learner with a hands-on attitude who takes responsibility.
  • Team player who cooperates across cultures, functions and organisational levels; consulting skills with transparency on assumptions, risks and trade-offs.

Practical details

  • Level: Senior (job scale 11)
  • Experience: minimum 5 years (more preferred)
  • Hours: 32–40 per week (40 preferred; 32 negotiable)
  • Location: Amsterdam; several days per week remote possible; approximately 1 office day per week, flexible; occasional travel
  • Language: fluent English (mandatory)
